Hamburg ranked ahead of seven competing German cities to go forward to the second round. Recent investors include British American Tobacco, Olympus Europa (which invested into a new logistics centre), and China Shipping (which is investing in a new European headquarters in HafenCity, a €6bn-€7bn inner-city development).

Hamburg is generally less competitive on costs than Leipzig, Karlsruhe and Ulm, but the judges ranked it in the top three in all but two of the judged categories. Frankfurt and Cologne also scored well, while Düsseldorf impressed the panel with its recent FDI deals. Stuttgart scored highly for GDP growth and its well-educated population.
