Respondents to the 2010 Tax Policy Forecast Survey said there is a need for fundamental reform of the current tax system, but only 2% think such reform is likely in the coming year. About 73% believe stalling of reforms is a result of competing legislative priorities and 68% think mid-term elections will stand in the way of significant tax reform.

The survey included responses from a cross-section of big US and foreign-based multinationals and trade associations. Respondents cited US taxation of international operations (40%) and management of the effective tax rate (37%) as their top two business tax concerns in 2010.
