Nokia paid $314 in compensation earlier this year to former German employees, and committed to an initiative designed to find new jobs for workers.

The North Rhine-Westphalia authorities have failed to attract foreign investment to the former Nokia site in Bochum.

Instead the first investor is German 3D scanning technology company Scanbull, which plans to take over some production and office areas at the site.

Scanbull has voiced its commitment to hiring former Nokia employees where skills are appropriate and working closely with the transfer company established when Nokia leaves Bochum.
