Furthermore, the panel found Scotland’s offering – based first and foremost on its highly competitive labour force – both convincing and attractive. Scotland has attracted more than 1500 foreign companies to set up their bases for serving their European and global customers, and has responded to growing levels of foreign investments by launching dozens of infrastructure and urban planning initiatives(see winner’s commentary on page 14).

The Spanish region of Murcia, which scored well for its investment incentive schemes, and the Czech Republic, which scored well for its promotion strategy and string of impressive FDI deals, came second and third respectively.
