Five of the 10 costliest states in the country are in the north-east and for the second consecutive year, Massachusetts has the highest business cost index. Boston has surpassed New York City as the most costly metropolitan area in which to do business, with overall costs nearly 33% above the US average. New York now ranks fifth overall. Meanwhile, according to data from OCO Consulting, California netted the most investment projects from January 2002 to March 2005, followed by New York and Texas.
