Net-zero ambitions have created incredible momentum behind capital-intensive offshore wind development across Europe. Yet there is arguably no location as ambitious as Scotland.

Following a leasing round for rights to develop seabed around its coast, the UK constituent country has attracted billions of dollars worth of commitments from developers. It aims to become the world leader for floating offshore wind, a less mature technology than its fixed-foundation predecessor.

The Scottish government has grand hopes to attract manufacturers and develop the local floating offshore wind supply chain. But myriad challenges risk undermining the whole program, from issues with the grid, geopolitics and insufficient port capacity.
